EXIM Bank Chair Joins USAEF 2025 as U.S. Sharpens Focus on African Energy, Infrastructure Deals

The U.S.-Africa Energy Forum (USAEF) is proud to announce that James C. Cruse, Acting President and Chairman of the Export-Import Bank of the United States (EXIM), will participate in the 2025 edition of the forum on August 6-7 in Houston.

EXIM plays a critical role in advancing U.S.-Africa energy cooperation by financing strategic projects that support American exports and promote energy security across the African continent. In recent months, the bank has deepened its engagement with key African energy markets, mobilizing capital for large-scale projects that anchor long-term development and commercial partnerships.

EXIM’s $4.7 billion loan facility for the landmark Mozambique LNG project remains one of the bank’s most significant contributions to Africa’s energy sector to date. Re-approved in March 2025, the loan – EXIM’s largest ever in sub-Saharan Africa – will enable U.S. companies to supply equipment and services for the development, while setting a strong precedent for U.S. participation in large-scale natural gas infrastructure on the continent. EXIM’s initial commitment in 2019 helped de-risk the project at a pivotal moment, unlocking further investment and positioning Mozambique as a future global LNG hub.

EXIM has also positioned itself as a reliable partner to African critical mineral-producing countries, offering both technical and financial assistance to support project development. In addition to its investment in the Lobito rail corridor – designed to connect Angola’s Atlantic coast to the mineral-rich Copperbelt region – EXIM recently expressed interest in providing a $225 million loan to support a battery-grade manganese project in Botswana. These efforts align with EXIM’s Supply Chain Resilience Initiative, which aims to strengthen U.S. access to critical minerals and reduce dependence on China amid rising global demand for materials like manganese.

At USAEF 2025, Cruse will contribute to discussions around the future of financing African energy, as EXIM plays an increasingly active role in catalyzing investment across oil, gas, and critical infrastructure while supporting industrial development and energy access on the continent. His participation reflects the broader U.S. commitment to enabling commercially viable energy development in Africa through export credit support, capacity-building partnerships and public-private coordination.

The upcoming forum will connect U.S. and African energy leaders to forge new partnerships, mobilize capital and align priorities across public and private sectors. EXIM’s participation reinforces Houston’s role as a nexus for global energy financing and underscores the bank’s strategic vision for U.S.-Africa energy cooperation.
